Manager – Compliance & Procurement (Ref# MC&P171110W)

Key Responsibilities:

  • Establish and implement policies, procedures and documentation to ensure full compliance with corporate guidelines
  • Provide advice to user departments on procurement procedures and best practice for purchasing activities, whilst ensuring compliance with corporate governance and policies
  • Enforces ethical practices in all dealings with suppliers
  • Manage the overall tender process and relevant tender documentation, including invitation documents, evaluation criteria, contract and assessment reports, etc.
  • Provide analysis, documentation and interpretation of contractual rights and obligations, pricing and processes, and other commercial and financial risks. Ensure compliance with the contractual terms and conditions       
  • Ensure all additional or new contract commitments comply with corporate business policies and align with the organisation’s objectives and delivery capabilities    
  • Conduct regular review of end-to-end processes, identify areas for continuous improvement to ensure operational effectiveness, sufficient control and mitigation of potential risks
  • Co-ordinate various control assessments and reviews with independent bodies for quality compliance to ensure all issues are addressed satisfactorily with concrete action plans for follow-through

Requirements:

  • Bachelor’s degree required, preferably in business or law, with a focus on procurement and contract management an advantage
  • Experience of working in a public body, with hands-on experience of handling complex tender documentation and processes
  • Knowledge of related ordinances and technical and professional practices
  • Strong business and analytical skills
  • Proven project management skills and the ability to solve complex problems
  • Excellent communication skills in English and Chinese is required
  • Independent, mature with strong self-motivation

The position is on a renewable 2-year fixed-term contract (subject to performance and operational needs).

Secretary (Ref# HRAS171108W)

Key Responsibilities:

  • Provide comprehensive secretarial and administrative support to the assigned teams
  • Assist with the set-up and preparation of materials for Board or Committee meetings, and other meetings
  • Provide administrative support, including handling business correspondence, presentation materials, business proposals, and other confidential documents
  • Maintain database records and routine filing
  • Provide full spectrum of secretarial support, including daily schedule, meeting management, travel arrangements, hotel bookings and other support tasks
  • Assist with business projects, marketing events and ad hoc assignments

Requirements:

  • Diploma or above with formal secretarial training with minimum of 4 to 6 years’ relevant working experience
  • Computer literacy in MS Office including Word, Excel & Powerpoint, and Chinese Word Processing
  • Good command of both spoken and written English and Chinese (including Cantonese and Mandarin
  • Sound interpersonal and communication skills with positive attitude and professional telephone manner

Senior Manager – Finance & Accounting (6-Month Contract) (Ref# SMF&A171108W)

Key Responsibilities:

  • Plan, formulate and implement financial and accounting practices to uphold the highest standard in corporate governance, compliance, and statutory requirements
  • Strengthen management reporting on key financial information and analysis of operations for review at the senior management level
  • Monitor internal policies and procedures to ensure full compliance with local regulatory guidelines or best practice
  • Oversee and manage the full spectrum of corporate governance and compliance (e.g. procurement, tenders, contracts, agreements and other legal documents); deal with complex matters with multiple stakeholders and forces
  • Provide legal and compliance advice on local laws and regulations to the management and business units in conjunction with outside counsel as necessary
  • Apply effective risk management techniques and offer proactive advice on possible legal issues
  • Provide advice on interpretation of contractual rights and obligations, and other commercial and financial risks
  • Identify areas for continuous improvement to ensure operational effectiveness, sufficient control and mitigation of potential risks

Requirements:

  • University degree holder in Finance, Business, Law or related disciplines
  • Preferably in Big 4 trained qualified accountant
  • A minimum of 8 years' experience in finance capacity with at least 10 years in managerial level with solid experience in sizable companies
  • Experience of working in a public body, with hands-on experience of handling complex documentation and processes
  • Knowledge of related ordinances and technical and professional practices
  • Strong business and analytical skills
  • Proven project management skills and the ability to solve complex problems
  • Excellent communication skills in English and Chinese is required
  • Ability to write and deliver, in English, high-quality strategy and other position papers
  • Independent, mature with strong self-motivation

This temporary position is on a 6-month employment contract.

Senior Accountant (Ref# SA171107W)

Key Responsibilities:

  • Perform financial reporting and preparing cash flow forecast, analytical review and management report
  • Assist in preparation of annual budget and mid-year forecast
  • Manage and maintain Fixed Asset Registration System and assets control
  • Co-ordinate with banks for treasury matters
  • Oversee accounts receivable and accounts payable functions.  Ensure all invoices are issued and outstanding payments are handled in an accurate and timely manner.
  • Closely monitor bad debts and conduct credit control procedures
  • Ensure completeness of accounting records, proper system procedures and controls to fulfill company policies and statutory requirements
  • Perform other ad hoc assignments

Requirements:

  • Degree holder in Accounting or related discipline.
  • Qualified accountant or Finalist with minimum with 5 years’ relevant working experience
  • Knowledge and hands-on experience in Oracle is preferred
  • Self-motivated, energetic and well-organised with an analytical mind
  • Able to work independently and under pressure and deliver under tight deadlines
  • Proficiency in Microsoft office applications
  • Good command of both spoken and written English and Chinese

Human Resources and Administration Assistant (Ref# HRAA171106W)

Key Responsibilities:

  • Undertake a full spectrum of general office administration and clerical duties, including managing office supplies, office equipment maintenance, office supplies ordering, office stationery printing and physical access system support;
  • Handle procurement for HR and administration operations, which will involve vendor selection, price/fee negotiation, and payment processing;
  • Responsible for maintaining office facilities and ensuring compliance with Occupational Safety and Health Ordinance;
  • Handle supplier contracts, quotations and payment transactions in compliance with procurement requirements;
